Gov. Phil Bredesen has announced plans to lay off 2,000 state workers. Bredesen said in unveiling the plan Wednesday that the administration will make the cuts voluntary and will offer buyouts as an incentive. The layoffs will represent a 5 percent reduction in the state work force. Bredesen says other cuts will include no new pre-kindergarten classrooms. He also said money from the new cigarette tax won’t be used to increase the funding formula for schools.
