A SOUTHWEST VIRGINIA ANIMAL CONTROL OFFICER HAS BEEN INDICTED ON FELONY CHARGES IN THE MAY SHOOTING OF A NEIGHBOR. OFFICER GARLAND “BUCKY” NESTER IS FACING CHARGES OF INVOLUNTARY MANSLAUGHTER AND RECKLESS HANDLING OF A FIREARM. 75 YEAR OLD PAUL BELCHER DIED OF A GUNSHOT WOUND FROM A STRAY BULLET FROM NESTER’S SERVICE WEAPON AS THE COUNTY EMPLOYEE WAS ATTEMPTING TO PUT DOWN ONE OF HIS OWN COWS. ACCORDING TO VIRGINIA STATE POLICE, BELCHER WAS APPARENTLY TRYING TO HELP WHEN HE WAS KILLED. NESTER HAS BEEN ON ADMINISTRATIVE LEAVE WITH PAY FROM HIS JOB SINCE THE SHOOTING OCCURRED SOME FIVE MONTHS AGO. INVOLUNTARY MANSLAUGHTER IS A FELONY AND CARRIES A MAXIMUM SENTENCE OF TEN YEARS. RECKLESS HANDLING OF A FIREARM IS A MISDEMEANOR.
