TDEC Spokesperson Jennifer Donnals Said There Permitting Workload Is Such That They Cannot Devote Sufficient Time. Domtar Kingsport Mill Manager Troy Wilson Has Agreed To The Extension. The Digester Would Convert Organics From The Mill’s Wastewater Into Biogas To Fuel Boilers As Part Of The Company’s Odor Mitigation Efforts.
