No charges will be filed against an 80-year-old retired Morristown judge who drove through a work zone and hit a utility worker emerging from a manhole. District Attorney General Berkeley Bell said after reviewing medical evidence with police, he concluded that former special judge and chancellor William Inman suffered a mild stroke on July 23rd before his car hit sewer worker Brent Dailey. Bell said “There was no criminal intent on his part, no knowing intent to fail to stop.” The 21-year-old Dailey reportedly suffered a broken collarbone, broken ribs and a concussion. He was hospitalized for several days. A co-worker sustained less serious injuries.
