A federal judge in U.S. District Court in Greeneville has sentenced a Knoxville attorney to one year probation for criminal contempt. Herb Moncier was sanctioned for refusing to stop talking while representing a drug defendant at a hearing last year. In addition to probation, Judge Ronnie Greer issued Moncier a $5,000 fine. He must also take an anger-management class and a legal ethics course and perform community service. Greer said in court that he wishes he had put his foot down a long time ago in stopping Moncier’s in-court behavior. Moncier is a prominent defense attorney who represented accused serial killer Thomas “Zoo Man” Huskey in the 1990s. He is currently representing Roy Lynn Oakley, who is charged with stealing secret uranium enrichment equipment from a cleanup site in Oak Ridge. Moncier’s attorney indicated that he would like to appeal the sentence.
