A Missing Kingsport Woman Has Been Found Safe. 22 Year Old Taylor Dawn Powell Was Located At A Housing Complex Downtown. The Woman Was Reported Missing Last Friday By Her Mother. Authorities Said Powell Was Homeless And It Was Out Of Her Character To Not Contact Her Mother After A Few Days.
