A Johnson City Man, Who Was Out Of Jail On Bond For A Previous Assault Arrest, Is Facing More Charges After He Allegedly Attacked A Female. 36 Year Old Phillip Capps Is Charged With Aggravated Domestic Assault, Interference With Emergency Calls And Contempt Of Court. A Woman Told Police Capps Entered Her Home Intoxicated And Allegedly Put A Knife To Her Neck, Threatened To Kill Her And Tried To Strangle Her Several Times. The Woman Was Able To Escape. Police Found Capps Hiding In A Vehicle In The Garage. He Remains In Jail And Will Appear In Court Soon.
