Robert Shinn has spent a majority of his 45 years sitting in a jail cell. He says participating in a new program offered at the Washington County Tennessee Detention Center is the first time he’s really faced the demons that kept him in a cycle of crime and jail. The Recovery Group program is a 14-hour course designed to teach inmates how to recognize the issues that cause destructive behavior that ultimately lands them in jail. The fact that Shinn and other WCDC inmates have the opportunity to complete the program lies with the three women who wrote it. Jacqueline Katko is one of its designers. She says 39 inmates have graduated from the program since its implementation April 1, and over 100 inmates are on a waiting list.
