Tennessee House Speaker Kent Williams of Carter County says negotiations with the state Senate could lead to an agreement on the state’s annual spending plan by the end of this week. Williams, an Elizabethton independent, said in an interview that the House is seeking to restore cuts to state mental health and children’s services programs and to give state workers a bonus, “no matter how small.” Williams said if the two chambers can agree on the budget by Friday, the Legislature could adjourn as soon as next week.
